The Empowerment Program is our newest program that began in January 2009.  It was
renamed on June 1, 2010 to Bill Nelson Empowerment Center. The funding for this program is provided by the City of Indianapolis Emergency Shelter Grant. We provide individual and group therapeutic counseling for the mothers and children, provided by Rahab Restoration Center Inc. The center also provides Fresh Start to Budgeting by a partnership with Fresh Start personnel. Employment classes are taught by Mr. Robert Chapman, a Q4E Board Member.  Children that live in the Waldron W.I.N.G.S. domestic violence shelter or Agnes' Inn Between are able to receive tutoring sessions from Schools on Wheels personnel.
